Housing Repair Loan Programs

IHDA Single Family Owner Occupied Rehabilitation Program

Rock Island homeowners are eligible for financial assistance with rehabilitation to their homes from Rock Island Economic Growth Corporation.

Funds have been allocated for this program and no applications are being taken at this time for the program.  When funds become available an announcement with guidelines to apply will be posted on this site.

Eligibility Requirements

  • The home must be located within the city limits of Rock Island.
  • The home cannot be purchased on contract.
  • A home needing more than an estimated $24,999 in rehabilitation will be deemed ineligible for the program.
  • Only necessary repairs are made as required by Section 8 Housing Quality Standards.   No cosmetic repairs will be made.
  • The taxes and insurance on the home must be current.
  • The mortgage payment must be current with a satisfactory payment history.
  • A credit report will be requested prior to the home inspection.
  • A home inspection will be performed on each home selected for the program.
  • Income is taxable income as defined by the IRS.
  • No area of the city will be given priority over another area.

Household income must be 80% or below the area median income. Income limits for assistance (effective 3/06):

  • 1 person $33,600
  • 2 person $38,500
  • 3 person $43,300
  • 4 person $48,100
  • 5 person $51,950
  • 6 person $55,800
  • 7 person $59,650
  • 8 person $63,500

Emergency Loans

The City of Rock Island offers several housing rehabilitation programs to Rock Island residents. Eligibility depends on an applicant's income, family size, and the availability of funds.

The emergency loan program assists qualified owner-occupied properties with emergency repairs. The loan amount is dependent on the nature and cost of the repair.

These items may qualify:
  • Water line breaks
  • Sewer line breaks
  • Faulty furnaces
  • Electrical service
  • Disabled exterior accessibility

Roof Loans

The City of Rock Island offers several housing rehabilitation programs to Rock Island residents. Eligibility depends on an applicant's income, family size, and the availability of funds.

The roof loan program assists qualified owner-occupied properties with roof repairs. The maximum loan is $5,000.

Targeted Loans

The City of Rock Island offers several housing rehabilitation programs to Rock Island residents. Eligibility depends on an applicant's income, family size, and the availability of funds.

The targeted loan program assists qualified owner-occupied and/or investor-owned properties with limited repairs. The maximum loan is $5,000.

The following may be replaced or improved:
  • Garages - repair or replacement, including demolition if the structure has a blighting influence on the neighborhood
  • Roofs - house and/or garage
  • Gutters - house and/or garage
  • Sidewalks - public or private sidewalk
  • Tree removal - private property and/or public right of way
